In order to establish a no-fly zone you have to control the air above the target. To do that you have to completely destroy the anti-aircraft capacity of the nation being put under no-fly rules. Unlike Iraq or Libya Assad has been supplied with thousands of hand-held anti-aircraft weapons (courtesy of the Russians). To create a no-fly zone you would need to incapacitate the majority of those weapons or risk the destruction of your capacity to enforce the zone.
So to answer your question: it can take a long time and a lot of directed air power to do a no fly zone and in a militirized zone like Syria it will cost a lot of lives to get it done.
